Every month we get asked the same question three different ways: "what standards do your tools meet", "do you have CE / UL / ASME paperwork", and "what is the EN / ISO equivalent of the US standard I am looking for". Half the time the buyer is asking the wrong question — a 1/4-turn hand valve does not need a CE marking, and a manual flaring tool does not need a UL listing. This page is the cheat sheet we keep on the engineering desk, organized by what we actually ship and which standards apply to it.

How the standards actually apply to our range

Most of our hand tools — the tube benders, the flaring tools, the manual reamers, the drain augers, the rivet nut guns — are inert mechanical devices. They do not contain electronics, stored pressure, combustible fuel, or rotating parts above a certain energy threshold. That puts them outside the scope of most "active product" safety frameworks: the CE Machinery Directive, UL Listings, the Pressure Equipment Directive, ASME BPVC, EU ATEX. The marks those frameworks require are marks you can sell those categories without if the device is a simple hand tool.

What a hand tool does have to comply with is the general product-safety regime of the destination market. In the EU that's the General Product Safety Directive (GPSD), which puts the duty on the importer. In the United States, the Consumer Product Safety Commission (CPSC) administers the Consumer Product Safety Improvement Act (CPSIA) and the Federal Hazardous Substances Act; for most of our range we ship a Children/Adult use-is-not-a-toy-and-keep-away-from-children statement on the retail carton, and that satisfies CPSC's labeling expectations. In Canada, Health Canada's Consumer Product Safety Program runs the same framework under the Canada Consumer Product Safety Act (CCPSA).

If you are buying a hand tool and the supplier offers "CE certification" for a manual flaring tool, ask which directive it certifies against. The honest answer is usually "GPSD compliance with the importer-of-record bearing the declaration", which is what the EU actually requires. Anyone selling you a stamped "CE Certificate of Conformity" for a non-electrical hand tool is selling paperwork, not safety.

What is in the packaging standards we cite

Three standards we reference in our test reports because they are the closest thing to a global product-level bar for hand tools in our category — even though they are technically material-test or test-method standards rather than tool-level safety standards:

  • ISO 17075 for cable hardness (drain augers). The cable hardness test methodology, not a complete tool-level safety standard. We test the spring steel cable and the PVC sheath against ISO 17075 hardness targets before each batch ships. It is on the spec sheet because buyers want it; it is not a substitute for a finished-product test.
  • ASTM F2592 for hand tool grip strength. The methodology that tests the load a tool's grip can take before failing. We report F2592-22 grip strength on the test report for our drain augers and tube benders. It is the closest the US system has to a grip-strength standard for hand tools, and we use it because importers ask for it.
  • ISO 2859 for batch sampling. The sampling plan for inspecting a finished batch by attributes. We sample every container at AQL 1.5 for cosmetic defects and at AQL 0.65 for functional defects. If a buyer asks for our AQL report, that is what they get — ISO 2859 sampling tables, not a product standard.

The reason we publish these three and not, say, "ISO 9001 certified factory" or "ISO 14001 environmental management" is that those two are factory standards, not product standards. ISO 9001 is about the factory's quality management system and is a process certification; ISO 14001 is environmental management. Both apply to us, but neither certifies the product. If you are a buyer and you see "ISO 9001" listed under "product compliance", treat it as a yellow flag — the supplier is using a process cert in place of a product cert.

What we send when a buyer asks for "all the papers"

The standard package of paperwork we ship with a new PO, when the buyer asks:

  • Commercial invoice. Three originals, stamped and signed.
  • Packing list. With our carton numbers, SKU breakdown, net and gross weight, CBM.
  • Certificate of origin. Issued by Ningbo Chamber of Commerce, Form A or Form E or Form F depending on the destination.
  • Test report. Issued by our QC team, dated within 30 days of shipment, references the standards above. Not a third-party lab report unless you order one separately.
  • Declaration of conformity (CE framework) — we prepare and sign as manufacturer; the importer of record counter-signs for GPSD compliance. We do not sign a CE Declaration of Conformity for any product that contains electronics, batteries, gases, or stored energy.
  • Material safety data sheet (MSDS / SDS) — only for products that contain a regulated chemical (oil cans with lubricant pre-fill, certain coatings). Most of our hand tools do not ship with an SDS.

If a buyer asks for a third-party inspection (BV, SGS, TÜV), that is a paid add-on — we arrange the booking, the buyer pays the inspector. Lead time is usually 3–5 working days at our factory.

What we have learned the hard way

Two recurring questions worth flagging up front:

1. "Do you have CE on this drain auger?" The honest answer: a manual drain auger is inert, so CE in the form of a Machinery Directive Declaration of Conformity does not apply. What the EU requires is that the importer-of-record sign a GPSD-based declaration that they have assessed the product for general safety and traceability. If your buyer wants a CE sticker on the retail carton, we can ship that — it is a label, not a certification — but the importer should know that the CE mark on a hand tool is a marketing mark, not a safety mark, and they have the liability under GPSD either way. We have had retail buyers in the EU who got caught on this — they paid a third-party lab for "CE certification" and received what amounted to a test report without a notified-body number. We do not want our buyers to be in that position.

2. "Can you certify to ASME BPVC?" ASME BPVC is the boiler-and-pressure-vessel code. It applies to vessels and piping systems under pressure, not to the tools we sell. If a buyer asks for ASME BPVC paperwork on a flaring tool, what they actually need is confirmation that the flaring tool will produce a joint that meets the ASME standard the piping system is designed to — and that is a joint-level test, not a tool-level test. We can ship a joint sample with the tool that demonstrates conformance; we cannot certify the tool to ASME BPVC because the tool is not the regulated article.
